2022年中南财经政法大学招收和培养国际学生管理办法总则

ChapterIGeneralProvisions

第一条为规范学校招收、培养、管理国际学生的行为，增进学校教育对外交流与合作，提高学校教育国际化水平，根据《普通高等学校学生管理规定》（教育部第41号令）、《学校招收和培养国际学生管理办法》（教育部、外交部、公安部第42号令），结合学校实际，制定本办法。

Article1.ThesemeasuresareformulatedinaccordancewiththeRegulationsontheAdministrationofStudentsinOrdinaryInstitutionsofHigherLearning(DecreeNo.41oftheMinistryofEducation)andtheAdministrativeMeasuresforRecruitingandCultivatingInternationalStudentsinSchools(DecreeNo.42oftheMinistryofEducation,theMinistryofForeignAffairsandtheMinistryofPublicSecurity),andincombinationwiththeactualsituationoftheuniversity,inordertoregulatethebehavioroftheuniversityinrecruiting,trainingandmanaginginternationalstudents,enhancetheforeignexchangeandcooperationofschooleducation,andimprovetheinternationalizationlevelofschooleducation.

第二条本办法所称国际学生，是指根据《中华人民共和国国籍法》不具有中国国籍且在我校接受教育的外国公民。

Article2.ForthepurposesoftheseMeasures,theterm"internationalstudents"referstoforeigncitizenswhodonotpossessChinesenationalityandareeducatedinouruniversityinaccordancewiththeNationalityLawofthePeople'sRepublicofChina.

第三条学校招收和培养国际学生，遵守中国法律法规和国家政策；维护国家主权、安全和社会公共利益。

Article3.Inrecruitingandcultivatinginternationalstudents,theuniversityabidesbyChineselaws,regulationsandnationalpolicies,andsafeguardsnationalsovereignty,securityandpublicinterests.

第四条学校对国际学生的招收、培养和管理，坚持规范管理、优化结构、注重效益、保证质量的原则，积极稳妥推进国际学生趋同管理，推动中外学生融合，着力培养知华、友华的高水平人才。

Article4.Inrecruiting,cultivatingandmanaginginternationalstudents,theuniversityadherestotheprinciplesofstandardizingmanagement,optimizingstructure,payingattentiontobenefitsandensuringquality,activelyandsteadilypromotestheconvergencemanagementofinternationalstudents,promotestheintegrationofChineseandforeignstudents,andfocusesontraininghigh-leveltalentswhoknowandarefriendlytoChina.

第五条学校由一名校领导分管国际学生工作。国际教育学院是我校国际学生工作归口管理部门，负责全校国际学生招生、管理政策制定、涉外管理以及综合协调等工作；代表学校协调与教育、外事、公安等涉及国际学生工作部门的关系，接受其业务指导，做好学校国际学生的外事管理工作。

Article5.Aleaderoftheuniversityisinchargeofinternationalstudentaffairs.TheInternationalEducationSchoolisthecentralizedmanagementdepartmentofouruniversity'sinternationalstudentwork.Itisresponsiblefortherecruitmentofinternationalstudents,theformulationofmanagementpolicies,themanagementofforeignaffairsandthecomprehensivecoordinationofthewholeuniversity.Onbehalfoftheuniversity,theInternationalEducationSchoolcoordinatestherelationswithdepartmentsofeducation,foreignaffairs,publicsecurityandsooninvolvedininternationalstudentaffairs,acceptstheirprofessionalguidance,anddoesagoodjobintheforeignaffairsmanagementrelatingtointernationalstudentsintheuniversity.

第六条教务部按照趋同管理原则，负责本科国际学生教学计划管理、教学运行管理、教学质量管理、教学改革与研究和学位上报等工作。

Article6.Accordingtotheprincipleofconvergencemanagement,theacademicaffairsdepartmentisresponsibleforthemanagementofundergraduateinternationalstudents'teachingplan,teachingoperation,teachingquality,teachingreformandresearch,degreereporting,etc.

第七条研究生院按照趋同管理原则，负责研究生层次国际学生的培养管理工作，包括培养方案审定、学业管理、选课和考试安排、考试成绩管理、研究生教学质量监督和学位授予等。

Article7.Accordingtotheprincipleofconvergencemanagement,theSchoolofGraduateStudiesisresponsibleforthecultivatingandmanagementofinternationalstudentsatthegraduatelevel,includingtheexaminationandapprovalofcultivatingprograms,academicmanagement,courseselectionandexaminationarrangements,examinationresultsmanagement,graduateteachingqualitysupervisionanddegreeawarding,etc.

第八条各专业学院是学校国际学生培养和管理工作的具体落实单位，应按照趋同管理原则，切实安排好本单位国际学生教学的各个环节工作。

Article8.Eachspecializedcollegeistheimplementationunitoftheuniversity'sinternationalstudentcultivatingandmanagementwork,andshouldeffectivelyarrangeallaspectsofitsinternationalstudentteachingworkinaccordancewiththeprincipleofconvergencemanagement.

第九条国际交流部（港澳台办公室）、财务部、保卫部、学生工作部、研究生工作部、校团委、信息管理部、校友工作办公室、后勤保障部等各职能部门和直属单位按照趋同管理和服务的原则，根据校内职责分工，处理好各自职责范围内涉及国际学生的事务。

Article9.TheInternationalExchangeDepartment(HongKong,MacaoandTaiwanOffice),theFinanceDepartment,theSecurityDepartment,theStudentAffairsDepartment,theGraduateAffairsDepartment,theYouthLeagueCommittee,theInformationManagementDepartment,theAlumniAffairsOffice,theLogisticsSupportDepartmentandotherfunctionaldepartmentsandsubordinateunitsshall,inaccordancewiththeprincipleofconvergenceofmanagementandservice,handletheaffairsinvolvinginternationalstudentswithintheirrespectiveresponsibilitiesaccordingtothedivisionofresponsibilitieswithintheuniversity.

第十条学校为国际学生提供学历教育和非学历教育。接受学历教育的国际学生类别为：本科生、硕士研究生和博士研究生；接受非学历教育的国际学生类别为：汉语进修生、普通进修生、高级进修生、校际交换生及其他进修生。

Article10.Theuniversityprovidesacademicandnon-academiceducationforinternationalstudents.Thecategoriesofinternationalstudentsreceivingacademiceducationare:undergraduate,masteranddoctoralstudents.Thecategoriesofinternationalstudentsreceivingnon-academiceducationare:Chineselanguagelearners,generallearners,advancedlearners,intercollegiateexchangestudentsandotherlearners.

第十一条学校按照国家招生规定，自主招收国际学生。国际教育学院归口负责学校各类国际学生招生工作，负责处理审核入学申请、经济证明、办理录取手续、发放录取通知书以及协助办理来华留学签证申请材料等工作。如有必要可组织相关专业学院对国际学生进行入学考试或考核。

Article11.Theuniversityrecruitsinternationalstudentsindependentlyinaccordancewithnationalenrollmentregulations.TheInternationalEducationSchoolisresponsiblefortheenrollmentofallkindsofinternationalstudentsintheuniversity.Itisresponsiblefortheexaminationandapprovalofadmissionapplications,economiccertificates,admissionprocedures,issuanceofadmissionnoticesandassistanceinhandlingvisaapplicationmaterialsforstudyinginChina.Ifnecessary,relevantspecializedcollegescanbeorganizedtoconductentranceexaminationsorassessmentsforinternationalstudents.

第十二条学校招收国际学生的学历生招生计划和录取由学校留学生教学指导委员会制定实施；招收非学历教育的国际学生计划和录取由国际教育学院协商各专业学院制定实施。一旦下达国际学生的招生计划和录取，原则上专业学院必须按计划招收符合录取要求的学生，无故拒收学生将影响第二年的招生计划制定。

Article12.Theenrollmentplanandadmissionforinternationalstudentsofdegreeprogramshallbeformulatedandimplementedbytheforeignstudentteachingsteeringcommitteeoftheuniversity.Theplanandadmissionofinternationalstudentsfornon-academiceducationshallbeformulatedandimplementedbytheInternationalEducationSchoolinconsultationwithvariousspecializedcolleges.Oncetheenrollmentplanandadmissionforinternationalstudentsareissued,inprinciple,specializedcollegesmustenrollstudentswhomeettheadmissionrequirementsasplanned.Refusalofstudentswithoutreasonwillaffecttheformulationoftheenrollmentplanforthefollowingyear.

第十三条国际教育学院按照学校要求对外公布招生国际学生的简章，组织对外招生宣传。各专业学院通过自有渠道，开展对外宣传，吸引国际学生来校学习、进修。各专业学院与国外院校达成接受国际学生的协议须报国际交流部和国际教育学院审批备案。

Article13.Accordingtotherequirementsoftheuniversity,theInternationalEducationSchoolwillpublishthegeneralrulesforrecruitinginternationalstudentsandorganizepublicityfortherecruitmentofforeignstudents.Eachspecializedcollegecarriesoutpublicitythroughitsownchannelstoattractinternationalstudentstostudyintheuniversity.AgreementsreachedbetweenspecializedcollegesandforeigncollegestoacceptinternationalstudentsmustbesubmittedtotheInternationalExchangeDepartmentandtheInternationalEducationSchoolforapprovalandfiling.

第十四条招收国际学生的各专业学院，应当具备相应的教育教学条件和培养能力，并提交相关专业的国际学生培养方案。

Article14.Eachspecializedcollegethatrecruitsinternationalstudentsshallhavethecorrespondingeducationalandteachingconditionsandcultivatingcapabilities,andsubmitthecultivatingplanforinternationalstudentsofrelevantspecialties.

第十五条学校优先接受国家和学校计划内招收的国际学生（含中国政府奖学金、中南财经政法大学国际学生奖学金、孔子学院奖学金及其他政府和上级部门派遣的国际学生），在完成计划任务的前提下招收自费国际学生。

Article15.Theuniversitywillgiveprioritytoacceptinginternationalstudentsenrolledinthenationalanduniversityprograms(includinginternationalstudentsentitledtoChinesegovernmentscholarship,internationalstudentscholarshipofZhongnanUniversityofEconomicsandLaw,ConfuciusInstitutescholarshipandotherinternationalstudentssentbythegovernmentandhigherauthorities),andwillrecruitself-financedinternationalstudentsonthepremiseofcompletingtheplannedtasks.

在征得原招生学校同意，经审核满足招生条件的情况下，学校可以接收由其他学校录取或者转学的国际学生。其中，中国政府奖学金学生的转学在满足以上条件的前提下还需得到国家留学基金委和原派遣机构的同意。

Withtheconsentoftheoriginalenrollmentschool,theuniversitymayacceptinternationalstudentsadmittedortransferredbyotherschools,providedthattheconditionsforenrollmenthavebeenverified.Amongthem,thetransferofChinesegovernmentscholarshipstudentsshouldbeapprovedbyChinaScholarshipCouncilandtheoriginaldispatchinginstitutiononthepremiseofsatisfyingtheaboveconditions.

第十六条学校设立中南财经政法大学国际学生奖学金并制定实施办法，吸引高素质国际学生来校攻读学位；鼓励并支持各专业学院开设全英文授课学历教育项目，优化我校国际学生的学历层次结构。

Article16.TheuniversityhassetupinternationalstudentscholarshipofZhongnanUniversityofEconomicsandLawandhasdrawnupimplementationmeasurestoattracthigh-qualityinternationalstudentstostudyfortheirdegrees.ItencouragesandsupportsallspecializedcollegestosetupEnglish-onlyacademiceducationprogramstooptimizetheacademicstructureofourinternationalstudents.

第十七条国际学生有关经费纳入财务部统一管理。国际教育学院负责国际学生收费项目的确定、收费标准的测算、公布。

Article17.FundsrelatedtointernationalstudentsshallbeundertheunifiedmanagementoftheFinanceDepartment.TheInternationalEducationSchoolisresponsiblefordeterminingthechargingitemsforinternationalstudents,calculatingandpublishingthechargingstandards.

第十八条按国家规定录取的国际学生，须本人凭录取通知书及其他相关材料（护照、JW202/JW201）,按学校有关要求和规定的期限内到国际教育学院办理入学手续。因故不能按期入学者，应当向国际教育学院请假，请假时限原则上不得超过4周，未请假或请假超过规定时限者，除因不可抗力等正当事由外，视为放弃入学资格。

Article18.InternationalstudentsadmittedaccordingtonationalregulationsmustgothroughtheadmissionformalitiesattheInternationalEducationSchoolbypresentingtheiradmissionnoticeandotherrelevantmaterials(passport,JW202/JW201)accordingtotherelevantrequirementsoftheuniversityandwithintheprescribedtimelimit.ThosewhoareunabletoenrollontimeforsomereasonshallaskforleavefromtheInternationalEducationSchool.Thetimelimitfortakingleaveshallnotexceed4weeksinprinciple.Thosewhodonottakeleaveortakeleaveexceedingtheprescribedtimelimitshallbedeemedtohavewaivedtheiradmissionqualificationsexceptduetoforcemajeureandotherlegitimatereasons.

第十九条新生入学后，国际教育学院按照国家规定对其入学资格、身心健康状况、个人证照、经济证明等进行审查，审查合格者予以注册，纳入国际学生管理系统管理。新生存在如下情况的，不予注册，取消入学资格。

Article19.Afterfreshmenareadmitted,theInternationalEducationSchoolreviewstheiradmissionqualifications,physicalandmentalhealthstatus,personallicenses,economiccertificates,etc.inaccordancewithnationalregulations.Thosewhopasstheexaminationshallberegisteredandincorporatedintothemanagementoftheinternationalstudentmanagementsystem.Newstudentswhohavethefollowingconditionswillnotberegisteredandwillbedisqualified.

（一）录取通知书、个人护照证件、学历/学位证书等入学材料不实，没有获得入校学习所需的学历/学位证书或语言水平达不到入学条件；

(1)Theadmissionnotice,personalpassportcertificate,academic/degreecertificateandotheradmissionmaterialsareuntrue,andtheyhavenotobtainedtheacademic/degreecertificaterequiredforadmissiontotheuniversityortheirlanguageleveldoesnotmeettheadmissionrequirements;

(2)Thevisadoesnotconformtotheprovisionsofthestateontheadmissionofinternationalstudentsorinternationalstudentsmayengageinactivitiesinconsistentwiththetypeofvisa;

(3)FailuretogothroughtheformalitiesforconfirmationoftheRecordofPhysicalExaminationofForeignersortocarryoutphysicalexaminationattheChinesehealthandquarantinedepartmentinaccordancewiththeprovisionsoftheadministrativedepartmentofhealthofChinashallnotresultinobtainingahealthcertificate;

(4)Sufferingfromseriousmentaldisorder,infectiouspulmonarytuberculosisorotherinfectiousdiseasesthatmaycausegreatharmtopublichealthasstipulatedintheLawofthePeople'sRepublicofChinaonExitandEntryAdministration;

(5)RefusingtopurchasethecomprehensiveinsurancerequiredbythestateforstudyingabroadinChina;

(6)Thereareothercircumstancesthatarenotsuitablefortheadmissionprocedures.

（二）所持签证不符合国家关于国际学生入学规定或可能从事与签证类型不相符活动；

（三）不按照中国卫生行政部门的规定到中国卫生检疫部门办理《外国人体格检查记录》确认手续或者进行体检，不能获得健康证明；

（四）患有《中华人民共和国出境入境管理法》规定的严重精神障碍、传染性肺结核病或者有可能对公共卫生造成重大危害的其他传染病；

（五）拒不购买国家要求的来华留学综合保险；

（六）存在其他不适合办理入学手续的情形。

第二十条每学期开学时，国际学生须按照注册规定到国际教育学院办理居留许可、保险等注册手续。不能如期报到者，应履行请假手续，请假达到或超过学期的1/3者应办理休学手续。

Article20.Atthebeginningofeachsemester,internationalstudentsarerequiredtogothroughresidencepermit,insuranceandotherregistrationproceduresattheInternationalEducationSchoolinaccordancewiththeregistrationregulations.Thosewhofailtoenrollontimeshallgothroughtheformalitiesfortakingleave,andthosewhotakeone-thirdofthesemester'sleaveormoreshallgothroughtheformalitiesforsuspendingtheirstudies.

第二十一条未按规定缴纳费用的自费留学国际学生不予注册，逾期未缴纳者作自动退学处理，同时报公安部门注销其居留许可。退学的国际学生必须在两周内办理离校手续并离境。

Article21.Internationalstudentsstudyingabroadattheirownexpensewhofailtopaytherequiredfeeswillnotberegistered.Thosewhofailtopaythefeeswithinthetimelimitwillbeautomaticallydroppedoutoftheuniversityandwillbereportedtothepublicsecuritydepartmentforcancellationoftheirresidencepermits.Internationalstudentswhodropoutoftheuniversitymustgothroughtheschoolleavingformalitiesandleavethecountrywithintwoweeks.

第二十二条国际教育学院负责国际学生的学籍及学历信息电子注册的工作，学工部和研工部协助。接受学历教育的国际学生学籍管理参照《中南财经政法大学本科学生学籍管理办法》和《中南财经政法大学研究生学籍管理办法》等管理规定执行。

Article22.TheInternationalEducationSchoolisresponsiblefortheelectronicregistrationofinternationalstudents'statusandacademicinformation,assistedbytheStudentAffairsDepartmentandthePostgraduateStudentAffairsDepartment.ThemanagementofthestatusofinternationalstudentsreceivingacademiceducationshallbeimplementedaccordingtothemanagementregulationssuchastheAdministrativeMeasuresforUndergraduateStudentStatusofZhongnanUniversityofEconomicsandLawandtheAdministrativeMeasuresforGraduateStudentStatusofZhongnanUniversityofEconomicsandLaw.

第二十三条学校将国际学生教学计划纳入学校总体教学计划，各专业学院应选派适合国际学生教学的师资，建立健全教育教学质量的保障制度，对国际学生进行考勤和考核，并如实记录其学习成绩和日常表现。教务部、研究生院应将国际学生培养方案纳入教务信息管理系统，实行国际学生网上选课。

Article23.Theuniversityhasincorporatedtheteachingplanforinternationalstudentsintotheoverallteachingplanoftheuniversity.Eachspecializedcollegeshouldselectteacherssuitableforteachingforinternationalstudents,establishandperfectaguaranteesystemforthequalityofeducationandteaching,conductattendancemanagementandassessmentofinternationalstudents,andtruthfullyrecordtheiracademicachievementsanddailyperformance.TheAcademicAffairsDepartmentandtheSchoolofGraduateStudiesshouldincorporatetheinternationalstudentcultivatingplanintotheacademicaffairsinformationmanagementsystemandimplementtheonlinecourseselectionforinternationalstudents.

第二十四条国际学生应当按照学校的培养方案和教学计划参加课程学习，并应当按照规定参加相应的毕业考试或者考核。

Article24.Internationalstudentsshallparticipateinthecoursestudyaccordingtotheuniversity'scultivatingplanandteachingplan,andshallparticipateinthecorrespondinggraduationexaminationorassessmentinaccordancewiththeregulations.

第二十五条汉语和英语是我校培养国际学生的基本教学语言。根据授课语言，国际学生进入专业学习前须达到一定的语言要求。汉语授课的本科生进入专业学习前须通过HSK4级；汉语授课的研究生进入专业学习前须通过HSK5级。汉语水平达不到学习要求的国际学生，由国际教育学院提供必要的补习，完成要求后转入专业学习。英语授课的国际学生须以英语为母语或取得国际认可的英语水平考试成绩（学术类雅思6.0以上或托福80分以上）或通过国际教育学院组织的英语考试。

Article25.ChineseandEnglisharethebasicteachinglanguagesforinternationalstudentsinouruniversity.Accordingtothelanguageofinstruction,internationalstudentsmustmeetcertainlanguagerequirementsbeforeacademicstudy.UndergraduatestudentswhoattendcoursestaughtinChinesemustpassHSK4beforeacademicstudy.PostgraduatestudentswhoattendcoursestaughtinChinesemustpassHSK5beforeacademicstudy.InternationalstudentswhoseChineseleveldoesnotmeetthelearningrequirementsshallbeprovidedwithnecessarysupplementarylessonsbytheInternationalEducationSchool.Aftermeetingtherequirements,theyshallbetransferredtoacademicstudy.InternationalstudentswhoattendcoursestaughtinEnglishmustbenativespeakersofEnglishorobtaininternationallyrecognizedEnglishproficiencytestscores(academicIELTS6.0orTOEFL80orabove)orpassanEnglishtestorganizedbytheInternationalEducationSchool.

国际学生（研究生）需变更专业和授课语言的，须在进入专业学习的第一年开学两周内提出申请。该国驻中国大使馆、转出学院、转入学院、国际教育学院同意后，报送国家留学生基金委、研究生院审核备案。变更授课语言的学生须达到相关的语言要求，本科生不得申请变更专业和授课语言。

Internationalstudents(postgraduates)whoneedtochangetheirmajorsandthelanguageofinstructionmustapplywithintwoweeksafterthebeginningoftheirfirstyearofacademicstudy.Aftertheapprovaloftheforeigncountry'embassyinChina,thetransfer-outcollege,thetransfer-incollegeandtheInternationalEducationSchool,theapplicationwillbesubmittedtotheChinaScholarshipCouncilandtheSchoolofGraduateStudiesforexaminationandfiling.Studentswhochangetheteachinglanguagemustmeettherelevantlanguagerequirements,andundergraduatesarenotallowedtoapplyforachangeofmajorandteachinglanguage.

根据师资和学生生源情况，具备相关教学能力的专业学院可开设其它语种授课的课程。

Accordingtothesituationofteachersandstudents,specializedcollegeswithrelevantteachingabilitycanoffercoursesinotherlanguages.

第二十六条国际学生的论文题目及论文摘要应为中英文双语。汉语授课国际学生的个人培养计划、开题报告及学位论文全部用中文撰写；英语授课国际生的培养计划、开题报告及学位论文用英文撰写。

Article26.Internationalstudents'thesistitlesandabstractsshouldbebilingualinChineseandEnglish.Thepersonaltrainingplan,openingreportanddegreethesisofinternationalstudentswhoattendcoursestaughtinChineseareallwritteninChinese.Thetrainingplan,openingreportanddegreethesisofinternationalstudentswhoattendcoursestaughtinEnglisharewritteninEnglish.

第二十七条专业学院按照本院教学计划组织国际学生参加教学实习和社会实践。国际学生可以与中国学生一起进行实习实践；也可以经本人申请允许其回国实习，但有关专业学院应制定相应的配套跟踪措施。

Article27.Specializedcollegesorganizeinternationalstudentstoparticipateinteachingpracticeandsocialpracticeaccordingtotheirteachingplans.InternationalstudentscanparticipateininternshipwithChinesestudents.Theycanalsobeallowedtoreturntotheirowncountriesforinternshipupontheirownapplication,butrelevantspecializedcollegesshouldformulatecorrespondingtrackingmeasures.

各专业学院为国际学生选择实习、实践地点应当遵守国家有关涉外管理规定。

Allspecializedcollegesshallabidebytherelevantnationalregulationsconcerningforeignaffairswhenchoosinginternshipandpracticeplacesforinternationalstudents.

第二十八条国际学生在教学计划以外使用其他设备和获取其他资料，应当提出申请，由学校按照有关规定和程序审批。

Article28.Internationalstudentswhouseotherequipmentandobtainothermaterialsbeyondtheteachingplanshallapplyforapprovalbytheuniversityinaccordancewiththerelevantregulationsandprocedures.

第二十九条国际学生的学历生在基本学制年限内不能完成培养计划的，可以在规定时间内申请延期。根据国家留学基金委有关规定，中国国家政府奖学金博士生可申请公费延期。经本人申请、所属专业学院同意、研究生院和国际教育学院会签后，报国家留学基金委审批，批准后可公费延长一年学习期限。其他可申请自费延期，经所属专业学院及国际教育学院同意后转为自费学习。

Article29.Internationalstudentsofdegreeprogramwhocannotcompletethecultivatingplanwithinthebasicacademicyearsmayapplyforextensionwithinthespecifiedtime.AccordingtotherelevantregulationsoftheChinaScholarshipCouncil,doctoralstudentsofChinesenationalgovernmentscholarshipsmayapplyforextensionatpublicexpense.Upontheapplicationofthedoctoralstudent,theconsentofthespecializedcollegetowhichhe/shebelongs,andcountersignedbytheSchoolofGraduateStudiesandtheInternationalEducationSchool,theapplicationshallbesubmittedtotheChinaScholarshipCouncilforexaminationandapproval.Uponapproval,theperiodofstudycanbeextendedforoneyearatpublicexpense.Othersmayapplyforextensionattheirownexpense,andwillbetransferredtostudyattheirownexpensewiththeconsentoftheirspecializedcollegesandtheInternationalEducationSchool.

第三十条国际学生应遵守课堂纪律，按时到课。一学期内缺勤率（包括请假和旷课在内）超过总学时的20%者，国际教育学院将书面通知国家留学基金委或国际学生派遣国驻华使馆。所学课程的缺课时数（病假、事假、旷课累加）超过该门课程学期总学时三分之一者，将取消参加该门课程期末考试的资格。

Article30.Internationalstudentsshouldobserveclassroomdisciplineandarriveontime.Iftheabsenteeismrate(includingleaveandabsenteeism)exceeds20%ofthetotalclasshoursinonesemester,theInternationalEducationSchoolwillnotifytheChinaScholarshipCouncilortheembassiesofinternationalstudents'countriesinChinainwriting.Ifthenumberofabsenthours(sickleave,personalleave,absenteeismaccumulation)ofthecourseexceedsone-thirdofthetotalsemesterhoursofthecourse,thequalificationfortakingthefinalexaminationofthecoursewillbecancelled.

第三十一条各专业学院按照教务部和研究生院的要求组织国际学生的毕业资格审核、论文答辩和学位申请工作。

Article31.Eachspecializedcollegeorganizesthegraduationqualificationexamination,thesisdefenseanddegreeapplicationofinternationalstudentsaccordingtotherequirementsoftheacademicaffairsdepartmentandtheSchoolofGraduateStudies.

第三十二条教务部、研究生院对接受学历教育的国际学生毕业资格审查结果进行认定，并负责学位评定、学位授予信息报送备案及学历学位证书中文正本制作等工作。

Article32.TheacademicaffairsdepartmentandtheSchoolofGraduateStudiesrecognizetheresultsofthegraduationqualificationexaminationofinternationalstudentsreceivingacademiceducation,andareresponsibleforthedegreeevaluation,thefilingofdegreeawardinginformationandtheproductionoftheoriginalChineseacademicdegreecertificate.

国际教育学院根据教务部或研究生院关于国际学生毕业资格审批结果，为获得毕业资格的国际学生制作毕业证书英文副本，为获得相应学位的国际学生制作学位证书英文副本。

AccordingtotheexaminationandapprovalresultsoftheacademicaffairsdepartmentortheSchoolofGraduateStudiesonthegraduationqualificationsofinternationalstudents,theInternationalEducationSchoolmakesEnglishcopiesofgraduationcertificatesforinternationalstudentswhohaveobtainedthegraduationqualificationsandEnglishcopiesofdegreecertificatesforinternationalstudentswhohaveobtainedthecorrespondingdegrees.

第三十三条国际教育学院负责接受非学历教育的国际学生的结业资格审核及结业证书的授予。

Article33.TheInternationalEducationSchoolisresponsibleforexaminingthecompletionqualificationsandawardingcompletioncertificatesofinternationalstudentsreceivingnon-academiceducation.

第三十四条国际学生毕业后，需持离校程序表到国际教育学院办理离校手续，并于两周内离校。

Article34.Aftergraduation,internationalstudentsarerequiredtogototheInternationalEducationSchooltogothroughtheschool-leavingprocedureswithaschool-leavingprocedureformandleavewithintwoweeks.

第三十五条学校为国际学生提供必要的服务设施，做好国际学生服务保障工作，具体包括以下内容：

Article35.Theuniversityprovidesthenecessaryservicefacilitiesforinternationalstudents,anddoesagoodjobinserviceguaranteeforinternationalstudents,specificallyincludingthefollowing:

（一）国际教育学院配合属地公安机关、卫生检验检疫部门，做好国际学生合法在华居留审批的各项工作，协助后勤保障部安排国际学生住宿。做好国际学生的医疗保险申请、购买工作，协助国际学生作好医疗费理赔、医疗门诊报销工作。对国际学生开展中国法律法规，校纪校规，国情校情，中华优秀传统文化和风俗习惯等方面内容的教育，帮助其尽快熟悉和适应学习、生活环境。在学校心理健康教育中心指导下设立国际学生心理健康教育工作站。国际学生突发事件处理纳入学校总体应急管理。

(1)TheInternationalEducationSchoolcooperateswiththelocalpublicsecurityorgansandhealthinspectionandquarantinedepartmentstodoagoodjobinallaspectsoftheexaminationandapprovalofinternationalstudents'legalresidenceinChinaandassiststhelogisticssupportdepartmentinarrangingaccommodationforinternationalstudents.Theuniversitydoesagoodjobintheapplicationandpurchaseofmedicalinsuranceforinternationalstudents,andassistsinternationalstudentsinthesettlementofmedicalexpensesandreimbursementofmedicaloutpatientservices.TheuniversityeducatesinternationalstudentsonChineselawsandregulations,schooldiscipline,nationalconditions,excellenttraditionalChineseculture,customsandhabits,soastohelpthemfamiliarizethemselveswithandadapttothelearningandlivingenvironmentassoonaspossible.Undertheguidanceofthementalhealtheducationcenteroftheuniversity,theinternationalstudentmentalhealtheducationworkstationwillbesetup.Thehandlingofemergenciesofinternationalstudentsisincorporatedintotheoverallemergencymanagementoftheuniversity.

(2)TheFinanceDepartmentshallcollectthetuitionfees,accommodationfeesandotherrelatedexpensesofinternationalstudentsaccordingtothepaymentlistprovidedbytheInternationalEducationSchool,coordinatewiththeInternationalEducationSchoolinthemanagementanduseofinternationalstudentscholarships,andallocatescholarshipsinatimelyandaccuratemanner.

(3)TheInformationManagementDepartmentisresponsibleforincorporatinginternationalstudentsintotheschoolinformationmanagementsystemandforhandlingandopeningthecampuscardandcampusnetwork.

(4)TheLogisticsSupportDepartmentisresponsibleforthemanagementofinternationalstudentapartments,establishing,perfectingandpromulgatingthemanagementsystemfortheuseofservicefacilities,andcooperatingwiththedepartmentsofassets,schoolconstructionandsecuritytoensure,maintainandprovideotherservicesforthefacilitiesofinternationalstudentapartments.

（二）财务部根据国际教育学院提供的缴费清单做好国际学生学费、住宿费等相关费用的收缴工作，协同国际教育学院做好国际学生奖学金的管理与使用工作，及时准确发放奖学金。

（三）信息管理部负责将国际学生纳入学校信息管理系统，做好校园卡、校园网的办理和开通工作。

（四）后勤保障部负责国际学生公寓的管理工作，建立健全并公布服务设施使用管理制度，协同资产、校建、保卫等部门做好国际学生公寓设施的保障、维修和其他服务工作。

第三十六条国际学生应当遵守学校学生宿舍管理规定。国际学生在学校宿舍外居住的，应当在国际教育学院办理校外住宿申请手续并及时到居住地公安部门办理登记手续。

Article36.Internationalstudentsshouldabidebytheregulationsonthemanagementofschooldormitories.Internationalstudentswholiveoutsidethedormitoryoftheuniversityshallapplyforoff-campusaccommodationattheInternationalEducationSchoolandgothroughtheregistrationformalitieswiththepublicsecuritydepartmentsattheirplacesofresidenceinatimelymanner.

第三十七条国际教育学院国际学生辅导员配备比例不低于中国学生辅导员比例，与中国学生辅导员享有同等待遇。接收国际学生的专业学院，应按照趋同管理的原则，将国际学生纳入本单位学生总数统计，并根据一定的国际学生规模配备专（兼）职国际学生辅导员，负责本单位国际学生的日常管理和服务。

Article37.TheproportionofinternationalstudentcounselorsintheInternationalEducationSchoolshallnotbelessthanthatofChinesestudentcounselors,andtheyshallenjoythesametreatmentasChinesestudentcounselors.Specializedcollegesthatreceiveinternationalstudentsshouldincludeinternationalstudentsinthestatisticsofthetotalnumberofstudentsintheirownunitsinaccordancewiththeprincipleofconvergencemanagement,andassignfull-time(part-time)internationalstudentcounselorstoberesponsibleforthedailymanagementandserviceofinternationalstudentsintheirownunitsaccordingtothenumberofinternationalstudents.

第三十八条学校鼓励国际学生参加有益于身心健康的文体活动，为其参加文体活动提供便利条件。国际学生可以自愿参加公益活动、中国重大节日的庆祝活动。

Article38.Theuniversityencouragesinternationalstudentstoparticipateinrecreationalandsportsactivitiesbeneficialtotheirphysicalandmentalhealth,andprovidesconvenienceforthemtoparticipateinrecreationalandsportsactivities.InternationalstudentscanvoluntarilyparticipateinpublicwelfareactivitiesandcelebrationsofmajorChinesefestivals.

第三十九条国际学生经学校同意，可以在校内指定的地点和范围举行庆祝本国重要传统节日的活动，但不得有反对、攻击其他国家、民族的内容或者违反公共道德的言行。

Article39.Withtheconsentoftheuniversity,internationalstudentsmayholdactivitiestocelebrateimportanttraditionalfestivalsintheirowncountriesindesignatedplacesandareaswithintheuniversity.However,thereshallbenocontentthatopposes,attacksothercountriesornationalitiesorwordsordeedsthatviolatepublicmorals.

第四十条学校尊重国际学生的民族习俗和宗教信仰，但不提供宗教活动场所。国际学生不得在校内进行传教、宗教聚会等任何宗教活动。

Article40.Theuniversityrespectsthenationalcustomsandreligiousbeliefsofinternationalstudents,butdoesnotprovideplacesforreligiousactivities.Internationalstudentsarenotallowedtoconductanyreligiousactivitiessuchasmissionaryworkandreligiousgatheringsintheuniversity.

第四十一条外国人申请到我校学习的，应当在入境前根据其学习期限向中国驻其国籍国或居住地国使领馆或中国外交部委托的其他驻外机构申请办理X1字或X2字签证，按照规定提交经中国教育主管部门备案的证明和学校出具的录取通知书等相关材料。

Article41.Foreignersapplyingtostudyinouruniversityshall,beforeenteringthecountry,applyforX1orX2visastoChineseembassiesandconsulatesintheircountriesofnationalityorresidenceorotheroverseasinstitutionsentrustedbytheChineseMinistryofForeignAffairsaccordingtothetimelimitfortheirstudy,andsubmitrelevantmaterialssuchascertificatesfiledbythecompetentChineseeducationauthoritiesandadmissionnoticesissuedbytheuniversityinaccordancewiththerelevantprovisions.

第四十二条国际学生所持学习类签证注明入境后需要办理居留证件的，应当自入境之日起三十日内，向武汉市公安局出入境管理局申请办理学习类外国人居留证件。

Article42.InternationalstudentsholdingstudyvisasindicatingthattheyneedtoapplyforresidencepermitsafterenteringthecountryshallapplytotheExit-EntryAdministrationBureauofWuhanMunicipalPublicSecurityBureauforstudy-typeforeignresidencepermitswithin30daysfromthedateofentry.

第四十三条未满十八周岁且父母不在中国境内常住的国际学生，其父母应当正式委托在中国境内常住的外国人或者中国人作为该国际学生的监护人，并提供相关证明材料。

Article43.Foraninternationalstudentundertheageof18whoseparentsarenotresidentinChina,his/herparentsshallofficiallyentrustaforeignerorChineseresidentinChinatoactastheguardianoftheinternationalstudent,andshallproviderelevantevidentiarymaterials.

第四十四条国际学生入学时应当按照中国卫生行政部门的规定到中国卫生检疫部门办理《外国人体格检查记录》确认手续或者进行体检。经体检确认患有《中华人民共和国出境入境管理法》规定的严重精神障碍、传染性肺结核病或者有可能对公共卫生造成重大危害的其他传染病的，由公安部门依法处理。

Article44.InternationalstudentsshallgothroughtheformalitiesforconfirmationoftheRecordofPhysicalExaminationofForeignersorcarryoutphysicalexaminationatthehealthandquarantinedepartmentofChinainaccordancewiththeprovisionsoftheChinesehealthadministrativedepartment.Thosewhoareconfirmedbyphysicalexaminationtobesufferingfromseriousmentaldisorders,infectiouspulmonarytuberculosisorotherinfectiousdiseasesthatmaycauseseriousharmtopublichealthasstipulatedintheExitandEntryAdministrationLawofthePeople’sRepublicofChinashallbedealtwithbythepublicsecuritydepartmentsaccordingtolaw.

第四十五条各职能部门和培养单位在国际学生招收和培养过程中出现以下行为的，学校责令其整改，情节严重的，按照有关规定对责任人和负责人进行追责：

Article45.Ifanyofthefollowingactsoccurintherecruitmentandcultivatingofinternationalstudentsbyanyfunctionaldepartmentorcultivatingunit,theuniversityshallorderittomakerectification.Ifthecircumstancesareserious,theresponsiblepersonshallbeheldaccountableinaccordancewiththerelevantprovisions:

（一）违反国家规定和学校招生规定招生的；

(1)Inviolationofnationalregulationsandtheuniversity'senrollmentregulations;

(2)Thereisaprofit-makingbehaviorintheprocessofenrollment;

(3)Failtodisclosethechargingitemsandstandardsandfailtochargeaccordingtotheitemsandstandards;

(4)Illegalissuanceofdegreecertificates,academiccertificatesorotheracademiccertificates;

(5)Poorteachingqualityorinadequatemanagementandservice,resultinginadversesocialimpact;

(6)Otherillegalacts.

（二）在招生过程中存在牟利行为的；

（三）未公开收费项目、标准和未按项目、标准收费的；

（四）违规颁发学位证书、学历证书或其他学业证书的；

（五）教学质量低劣或管理与服务不到位，造成不良社会影响的；

（六）其他违法违规行为。

第四十六条本办法未尽事宜，参照学校其他相关管理规定执行。

Article46.ThemattersnotcoveredintheseMeasuresshallbeimplementedwithreferencetootherrelevantmanagementregulationsoftheuniversity.

第四十七条本办法由国际教育学院负责解释。

Article47.TheseMeasuresshallbeinterpretedbytheInternationalEducationSchool.

第四十八条本办法自发布之日起施行。

Article48.TheseMeasuresshallcomeintoforceasofthedateofpromulgation.
